Any person desiring to traffic in distilled spirits and wines within the city limits must, at least 20 days prior to the date on which he or she desires a license to be issued:
(A) Make written application to the city for a license;
(B) Present satisfactory evidence with the application of good moral character and complete compliance with state regulations; and
(C) Submit with such application a certified check or cash in sufficient amount to cover the fee or tax for the particular kind of license applied for, in accordance with the schedule of fees or taxes established and published in § 111.20. (It is understood and agreed by the city that such check or cash shall be returned to the applicant if such application is not approved).
