It is not the intention of the city or of this chapter to impose and require a payroll license fee or business license fee that may be prohibited by law. The provisions of this chapter are severable. If any provision, or part thereof, or the application thereof to any person shall be held invalid, such decision shall not affect or impair the reminder of this chapter, it being the legislative intent to ordain and enact each provision, or part thereof, separate and independent of each other.
