(A) Any person who performs any type of business activity within the city for which the above noted employee man hours performed in the city may not be applicable, shall pay a minimum of $25 per fiscal year for the privilege of performing any such business activity within the city. This provision is intended to cover, by example, but not exclusively, solicitors or transient merchants not having an established business in the city selling appliances, household machines, magazine, books, encyclopedias, novelties, confections, insurance, or any other items or articles or services.
(B) In the event any such person noted in division (A) above shall fail to pay the $25 business license fee noted, and obtain a license certificate, said failure shall result in the business license fee for said person being increased an additional $25.
