It shall be the duty of the police officers or the Animal Warden to seize and impound all animals found in violation of the provisions of this subchapter, whether or not the animal is in the possession of its owner and whether or not the animal is licensed. The impounding officer shall transport the animal to the County Animal Shelter and the animal shall be subject to the regulations of said shelter.
