It shall be unlawful for any the residents of any housing unit, other than a lawfully licensed kennel, to maintain more than two dogs at any one time, except during the time of whelping a new litter and until such time as the litter obtaining the age necessary to be safely separated from the female dog or 12 weeks after whelping, whichever shall occur first.
