§ 90.21 RUNNING AT LARGE.
    It shall be unlawful for any owner of any dog, cat, or chicken, licensed or unlicensed, to permit the dog, cat, or chicken to leave or be beyond: (1) the private premises upon which the dog or cat is kept, or (2) the enclosure designated for the chicken, except when accompanied or controlled by its owner secured by means of a collar or harness with chain or leash attached thereto and held by the owner, and the owner shall not permit the dog, cat, or chicken to be present upon any other public property or upon any other private property without the permission of the owner of such other private property.
