(A) No parking on or beyond curbs. There shall be no parking of any motor vehicles on any roll curbs or box curbs, nor beyond said curbs in the grass or on the sidewalks within the city.
(B) Parking on hard surface only. As required by Article XI of the official zoning ordinance of the city, dealing with off street parking regulations, all new off street parking facilities shall be paved with asphalt, concrete, or Portland cement concrete. New off street parking facilities may not have gravel as a topcoat.
(C) No parking in grass or dirt. Motor vehicles may only be parked in driveways or other parking areas appropriately paved for such parking and shall not be parked in the grass or dirt to include, but not limited to, such areas as side yards, front yards, or back yards.
(D) No parking blocking sidewalks. Motor vehicles shall not be parked in any manner such that any part of the vehicle extends over top of any designated sidewalk. This would include, but not be limited to, parking in one’s driveway and having the rear part of the vehicle extending over a part of the sidewalk.
(E) Towing of vehicle authorized. Any vehicle parked in violation of the above noted regulations may be towed at the expense of the owner and/or operator of that vehicle, which expense shall include the towing charge plus storage fees.
(F) Owner responsibility. If any vehicle is parked in violation of any of the above noted provisions and the identity of the driver cannot be determined, the owner or person in whose name the vehicle is registered shall be held prima facie responsible for the violation.
(G) Application. The above noted provisions shall apply to the operator and owner of any motor vehicle.
