(A) It shall be unlawful for any person to repair any automotive vehicle upon public streets, alleys, or easements in the city.
(B) The making of repairs upon automotive vehicles is hereby declared to be a public nuisance for the reason that such repairs have a tendency to block and impede traffic upon the city streets, thereby creating a hazard to the detriment of the citizens.
