No motor vehicle which is inoperable shall be stored on any lot in any zone or on any parcel of ground within the city unless it is in a completely enclosed building. Any motor vehicle that is stored in violation of this section may be towed away and impounded as set forth in §§ 72.30 and 70.31 at the expense of the owner or operator, which expense shall include the cost of towing and all storage charges.
