§ 153.07  APPLICATION.
   (A)   Any sign not expressly permitted by this chapter is prohibited.
   (B)   All ground, wall, and freestanding signs may include reader boards.
   (C)   Any sign, including awnings to which signs are affixed or displayed, not resting directly on the ground shall maintain a minimum clear space of eight feet from the bottom of the sign to the ground.
   (D)   Real estate signs shall be removed within 30 days after completion of the sale or lease of the property.
   (E)   Construction signs are permitted within any district subject to the following restrictions.
      (1)   Construction signs shall be no larger than 32 square feet and not exceed eight feet in height.
      (2)   Construction signs shall not be erected until a building permit has been issued for the project which is the subject of the proposed sign and construction activity has begun.
      (3)   Construction signs shall be removed immediately upon the issuance of any occupancy permit for the building or structure which is the subject of the construction sign.
   (F)   Special event signs, including banner signs, are permitted in any district subject to the following restrictions.
      (1)   No more than five such signs shall be displayed for each special event. The signs may be located either on or off the lot on which the special event is held.
      (2)   Display of the signs shall be limited to the 21 days immediately preceding the special event which is being advertised.
      (3)   Signs shall have a maximum size of 32 square feet in area and a maximum height of five feet, and shall be set back from any side or rear property line a minimum of 15 feet.
      (4)   Signs shall be removed within 48 hours of the conclusion of the special event which is being advertised.
   (G)   Directional signs are permitted subject to the following restrictions.
      (1)   A directional sign may contain a logo of an on-premises establishment, but no advertising copy.
      (2)   No sign shall exceed six square feet in area and four feet in height.
      (3)   Directional signs shall be limited to traffic control functions only.
   (H)   Garage and estate sale signs are permitted subject to the following restrictions.
      (1)   One sign per premises is permitted, located on the premises on which such sale is being conducted and set back a minimum of five feet from any property line.
      (2)   The sign shall not exceed six square feet in area.
      (3)   The sign shall be erected no more than ten days prior to the day(s) of the sale and shall be removed within one day after the completion of the sale.
   (I)   Temporary and portable signs are permitted subject to the following restrictions.
      (1)   No more than one sign shall be displayed on the premises. Any sign shall be located on the same lot as the business to which the sign pertains.
      (2)   The display of signs shall be limited to seven days in any 30-day period and no more than 14 days in any six-month period.
      (3)   Signs shall have a maximum size of 32 square feet in area and a maximum height of six feet, and shall be set back from any property line a minimum of 15 feet.
      (4)   Signs shall not be located in any required parking space or located so as to interfere with the vision of motorists or pedestrians, as determined by the Zoning Administrator.
   (J)   When attached to walls, electronic changeable copy signs are classified as cabinet signs.
      (1)   The sign must be located on the site of the use identified or advertised by the sign.
      (2)   When located within 150 feet of a residential used lot in a residential zone, all parts of the electronic changeable copy sign must be oriented so that no portion of the sign face is visible from existing or permitted principal structure on that lot.
      (3)   In non-residential districts, any portion of the message must have a minimum duration of four seconds and must be a static display. In residential districts, any portion of the message must have a minimum duration of one hour and must be a static display.
      (4)   In residential districts, any portion of the message must use an amber color.
      (5)   The text of the sign must be limited to ten words to allow passing motorists to read the entire text with minimal distraction.
      (6)   Audio speakers or any form of pyrotechnics are prohibited in association with an electronic changeable copy sign.
