This chapter levying the tax described herein shall be effective ten days after the date on which the City Council has declared that the voters of the City of Signal Hill have approved the ordinance by a vote of no less than a majority of the votes cast by the electors voting on the tax measure set forth in this chapter at that general municipal election to be held on Tuesday, November 3, 2020.
