A. Up to 50 percent of the required development fee can be waived by the City Council for a planned area development that provides private open space sufficient to meet the needs of the PAD's projected population and conforms with the requirements of VISTA 2020. Such private open space must be permanently maintained at no cost to the City.
B. Special credit may be given for the preservation of significant features such as rivers or streams, unique topography or scenic views within the department.
