§ 52.19 ISSUANCE OF LICENSE AND LICENSE FEE.
   (A)   The City Manager or his or her designee shall issue a Commercial Solid Waste License to each applicant upon satisfactory completion of the requirements detailed in Section 52.17 of this Chapter. The licenses shall be valid for up to a 12-month period. Licenses are nontransferable. Renewal of commercial solid waste licenses will be based on either a calendar year or fiscal year schedule, as determined by the City. Licenses may be renewed annually, by the City Manager or his or her designee, upon application by a licensee and if the City Manager or his or her designee makes the findings required by Section 52.17 of this Chapter. Application for license renewal shall be submitted by licensees not less than forty-five (45) days prior to the expiration of the current license.
   (B)   In consideration of granting a license to use City streets and public rights-of-ways and to operate within the City to provide commercial or industrial solid waste management services, a licensee shall pay to the City License Fees in amounts established by the City Council.
