For the purpose of the protection and preservation of the health and welfare of the inhabitants of the City, and in accordance with the terms and conditions of the Intergovernmental Agreement between the City and Cochise County, for Municipal Solid Waste Disposal Services, the designated solid waste disposal site is hereby established as any County Solid Waste Disposal Facility. The County shall establish rules and regulations, in cooperation and agreement with the health authorities and the City, designating the manner of, and hours of opoeration, for solid waste disposal services.
