Rubbish consisting only of brush, leaves, weeds, and cuttings from trees, lawns, shrubs, and gardens, may be kept separately without depositing in the containers, if used in compost piles for fertilization purposes, and matter used for fertilization purposes. Hot coals or ashes shall not be placed in solid waste containers. Nothing in this section shall be construed so as to permit the violation of this code, any ordinance, or any rule or regulation of the Fire Department.
