All persons shall develop, implement, and ensure a program to reduce pollutants in post-construction runoff using such measures as described in 40 C.F.R. § 122.34(b)(5)(iii). At a minimum, persons shall develop and implement strategies that include a combination of structural and/or non-structural BMPs and ensure adequate long-term operation and maintenance of the controls.
