§ 95.04 OWNERSHIP.
   The owner(s) of record of the property, as recorded in the County Recorder's Office, shall be presumed to be lawful control over a structure or parcel of land. This presumption shall not prevent the enforcement of the provisions of this chapter against any other person causing violations of this chapter.
