The City Manager, hereinafter referred to as city, is delegated the authority to exercise the powers and perform the duties set forth in this chapter and to administer and enforce provisions of this chapter. The City Manager may designate, in writing, other employees, to exercise the powers and perform the duties, as deemed appropriate.
