It shall be unlawful for any person to willfully obstruct, hinder, or delay any member of the Emergency Services Organization in carrying out his or her duties under this chapter. It shall also be unlawful for any person to wear, carry or display any emblem, insignia, or other means of identification as a member of the Emergency Services Organization of the city unless so authorized by the proper officials.
