§ 36.005 RULES.
   (A)   Membership. The Commission shall consist of five members, appointed by the Mayor and City Council. Members must be residents of the city. Members shall serve without compensation. Members of the City Council may participate in the Planning and Zoning Commission deliberations as nonvoting members. The Commission Chairperson and Vice-Chairperson shall be selected annually by the Commission.
   (B)   Terms. Terms shall be for two years, or until a successor is appointed. Each member may serve three consecutive terms. Interim appointees shall be appointed to complete unexpired portions of vacant terms.
   (C)   Meeting dates. The Commission shall conduct meetings on an as-needed basis or as called by the Chair. Items brought up during the call to the public shall be rescheduled for voting during a later meeting when specifically listed on the agenda.
   (D)   Meeting packets. Meeting packets shall be prepared by the planning agency and each Commission member shall become familiar with packet contents prior to the scheduled meeting.
   (E)   Conflict of interest. Members having a conflict of interest, or the appearance of a conflict of interest shall not debate or vote on the matter involved.
   (F)   Removal. 
      (1)   After public hearing a Commission member may be removed by the Mayor and City Council for inefficiency, neglect of duty, or malfeasance.
      (2)   The Commission may recommend to the Mayor and City Council that a Commission member be removed for neglect of duty after unauthorized absence from three consecutive meetings.
   (G)   Commission procedures. The Commission shall by resolution adopt and be governed by such rules and procedures as are necessary to carry out its responsibilities.
