A. Purpose. The purpose of this district is to provide small ranch and farm areas within the City in order to protect and conserve livestock, agriculture and suburban ranch uses established in natural areas within the urban area. The regulations of this district are designed to protect, stabilize, and enhance the development of agricultural resources and to prohibit activities which would adversely affect the open space agricultural and natural characteristics of this district.
It is also intended to closely correspond to Cochise County's zoning district designation. Many of the County's rural districts abut portions of the city limits. If, at some point, these areas are annexed into the City, these rural zoning designations can be utilized to protect the districts.
B. Approvals Required. No structure or building shall be built or remodeled upon land in the UR district until all required subdivision and/or site plan approvals have been obtained.
C. Location. The following criteria shall be considered in establishing and maintaining a UR district:
1. Correspond to appropriate designation in the General Plan.
2. Corresponds to an existing development in an area annexed into the City.
D. Permitted Uses
1. Principal and accessory uses in this district shall be allowed as provided under Section 151.22.006, Matrix of Use Permissions by Zoning District.
E. Property Development Standards
Minimum Site Area
a. Single-Family Dwelling: 1 acre.
b. Accessory Livestock: 21,780 sq. ft for home site plus 15,000 sq. ft. of additional site area per horse, cow, or similar animal and/or 7,500 sq. ft. of additional site area per sheep, goat, or similar animal; provided, however, animals of six months or younger shall not be counted.
c. Guest Ranch: 10 acres.
d. Commercial Riding Stable or School: 10 acres.
e. Veterinary Hospital or Kennel: 4 acres.
f. Golf Course: 30 acres.
2. Minimum Lot Width. 200 feet.
3. Required Yards and Building Separation
a. Front yard, minimum: 50 feet.
b. Side yards, minimum: 40 feet.
c. Side street yard, minimum: 20 feet.
d. Rear yard, minimum: 50 feet.
e. Distance between principal buildings, minimum: 20 feet.
f. Minimum distance of all buildings to any property line (golf courses): 200 feet.
4. Building Height. No building shall exceed 25 feet in height.
F. Non-Residential Accessory Structures. A non-residential accessory structure, including barns or animal shelters structure, but not including a detached garage, which is necessary to a dwelling unit, may be erected on a parcel if it meets the following requirements:
1. Maximum Height. 15 feet above grade.
2. Maximum Yard Coverage. 35 percent of required rear yard.
3. Location Restrictions. No accessory buildings shall be erected in any minimum required front or side yard, except as otherwise provided in this Code.
4. Setback Requirements. Accessory buildings shall be setback from the side or the rear lot line a distance not less than three feet, except:
a. For a lot having its rear lot line contiguous with an alley line, no rear setback shall be required for the accessory building(s).
b. For a corner lot abutting a key lot and not separated by an alley, any accessory building shall be setback from the rear lot line a distance not less than the width of the least required side yard applicable to the main building.
c. For a corner lot, the street side setback shall be the same as for the main building.
d. No livestock stable, corral, barn, animal shed or shelter shall be erected or maintained closer than 75 feet to any property line.
e. Except for those situations addressed in the subparagraphs above, accessory buildings with exterior walls having a fire resistance rating of one hour, or greater, may be erected within three feet of the side and rear lot lines.
