(a) There is hereby created a Residential Rental Registration Program for the City of Sidney that requires owners of residential rental property units located within the City to register each of their individual rental units, excepting properties as described in Section 1331.04.
(b) Every owner shall register with the City in a manner prescribed by the City Manager or their designee.
(c) If the property owner or manager does not live within 75 miles of the City of Sidney; the residential rental property shall have an agent physically located within 75 miles of the City of Sidney. The purpose of the agent is to serve as a contact who will be available 24-hours-a-day, seven-days-a-week and to act as a registered agent in order to accept service on behalf of the owner. The owner of the rental property is required to submit the name, address, and contact information to the City as part of the registration.
(d) The initial registration period shall begin after passage of Ordinance A-3116. The initial registration will be conducted by areas determined by the Administrator.
(e) Any change in the registration information, including but not limited to a change in ownership, or agent change, must be updated by the filing of such amended registration information within 30 days of the owner's actual knowledge of the change in the information and/or if the registration is otherwise revoked or voided as provided for under this chapter.
