143.12   GRANT ELIGIBILITY CRITERIA.
   (a)   Only those projects or activities that are carried out within the municipal limits by not-for-profit organizations and satisfy two or more of the following objectives will be considered for a grant from the funds appropriated in Section 143.11(c).
      (1)   Encourage economic development in the City of Sidney.
      (2)   Contribute to the cultural or recreational enrichment of the community while not duplicating or counteracting other community interests.
      (3)   Encourage patronage of Sidney hotels, restaurants, and other businesses.
      (4)   Foster, develop or market tourism activities or attractions in the City of Sidney.
   (b)   Interested organizations must submit an application for funding each year to be considered for the upcoming year's budget. City staff will prepare an estimate of the amount of lodging tax funds that will be available for the upcoming budget year. A Council subcommittee appointed by the Mayor, along with City staff, will review the applications, taking into consideration the objectives/priorities and the amount of funding available. At its discretion, the subcommittee may request meetings with applicants to clarify their requests. The subcommittee's recommendations will be included in the proposed budget for the upcoming year. City Council will act upon the subcommittee's recommendations when it adopts the annual budget.
