1329.10   APPEALS.
   (a)   Any owner who is served a notice of vacant property registration may, within fifteen consecutive days of receipt of such notice, appeal the findings to the Community Development Department. Said appeal shall be made in writing to the Vacant Property Board of Review.
   (b)   Any owner denied an exemption or development plan, may within fifteen consecutive days of receipt of such notice, appeal the findings to the Community Development Department. Said appeal shall be made in writing to the Vacant Property Board of Review.
   (c)   Board of Review Created; Officers; Quorum.
      (1)   A Board of Review, consisting of the City of Sidney Deputy Fire Chief/ Fire Marshal, City Manager or designee, and a current member of the Zoning Board of Appeals is created.
      (2)   A majority of the members of the Board shall constitute a quorum.
      (3)   The Board shall adopt its own procedural rules and keep a record of its proceedings.
      (4)   The Board shall have those powers conferred upon it by this chapter.
