The owner or owner agent of the vacant building may submit a development plan that shall be reviewed by the Community Development Department. Approval of a development plan allows a refund of all registration fees paid in accordance with Section 1329.07(e). The development plan shall include at a minimum the following:
(a) Anticipated period of vacancy.
(b) A timetable for the anticipated re-occupancy of the property.
(c) Rehabilitation plan for the property.
