For the purpose of this chapter, the following terms, phrases, words and their derivatives shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future. Words in the plural number include the singular number and words in the singular number include the plural number. The word shall is always mandatory and not merely directatory.
(a) "Fixed awnings" means a fixed, roof-like structure supported by a frame or bracketing extending outward from the base of a building and constructed so as to provide shelter or shade.
(b) "City" means the City of Sidney, Ohio.
(c) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(d) "Public way" means any thoroughfare or public place for public vehicular or pedestrian traffic.
