1315.07   INSPECTION AUTHORIZED; RIGHT OF ENTRY.
   (a)   The Building Inspector, or his or her duly designated representative, is authorized to make, or cause to be made, inspections of all structures or premises used for dwelling purposes, and all secondary or appurtenant structures, to determine whether such structures or premises violate the provisions of this chapter.
   (b)   When a property owner denies the Building Inspector or his or her duly designated representative entry onto his or her property for the purpose of making an inspection, the Building Inspector may apply for and obtain a search warrant pursuant to constitutional guidelines, in order to gain access to such property.
   (c)   Nothing contained in this section shall limit the right of immediate entry by the Building Inspector, or his or her duly designated representative, onto any property when he or she determines that an emergency exists.
