(a) The Code Official is authorized to make or cause to be made exterior inspections of all structures to determine whether such structures conform to the provisions of this Code.
(b) When a property owner denies the Code Official entry onto his property for the purpose of making an exterior inspection, the Code Official may apply for and obtain a search warrant pursuant to constitutional guidelines in order to gain access to such property.
