Exterior walls and other exterior surface materials of principal structures and accessory structures shall be free of holes, cracks, loose or rotting boards and timbers, loose mortar or any other condition which could admit rodents, rain or dampness to the interior of the structure. Further, all rotted or decayed walls, doors, windows, porches, floors, steps, trim, railings and their missing members must be replaced and put in good condition. All replacements must be permanent and of materials manufactured for such purpose.
