1313.063   EXTERIOR PAINTING.
   (a)   All exterior surfaces, including but not limited to walls, window frames, doors, door frames, cornices, shutters, pillars, porches and trim of every principal structure and accessory structure shall be maintained in good condition. Peeling, flaking and chipped paint shall be eliminated. All surfaces that require painting or sealing to be reasonably weather tight to resist decay, corrosion or other deterioration, shall be repainted or resealed with materials manufactured for such purposes, to the degree necessary to prohibit blight and meet community standards.
   (b)   When the City Manager or his or her designee determines that peeling, flaking or chipped paint exist, said designee shall send a written order by certified mail to the owner/s of the property, requiring all peeling, flaking and chipped paint be eliminated. Further, the written order shall require all non-weather tight or weather resistant surfaces be repainted or resealed.
   (c)   A Citizens Peer Review Committee (CPRC) has been established in and for the City. The purpose of this committee is to hear and decide appeals where it is alleged there is an error in any order, requirement, decision or determination made by the City Manager or his or her designee in the enforcement of the painting ordinance (this section).
   (d)   The Citizens Peer Review Committee shall be composed of seven residents. One resident shall be selected from each of the four wards of the City per Chapter 105 of the Codified Ordinances, as amended. Three residents shall be selected as at-large members from any residence of the City.
   CPRC members shall serve a three-year term. Council shall stagger the terms so that not more than three terms shall expire in any one year.
   (e)   Quorum. A quorum of at least four members of the CPRC shall be necessary to conduct an official hearing.
