1312.04   PROPERTY MAINTENANCE.
   In addition to the regulations found in Chapter 1313, all exterior walls, decorative features, window and door frames and doors that are or were painted must be free of excessive peeling of paint and/or weathertight so as to prevent rot of the underlying materials or contribute to the decline of property values. As used in this section, "excessive peeling" means the loss of fifty percent or more of paint from any given wall of the entire building feature. This regulation applies exclusively to properties located within the Downtown Design Improvement Area.
