This chapter is intended to:
(a) Promote public health and safety in Downtown Sidney by improving standards of property maintenance;
(b) Preserve and enhance property values, the City's tax base and the marketability of property in Downtown Sidney;
(c) Preserve and enhance Downtown Sidney as a business and service center; and
(d) Enhance the safety and comfort of shoppers, employees and other members of the public who frequent the Downtown area.
