An appeal from any decision of the Building Inspector may be taken within thirty days from the date of the decision from which the appeal is taken by paying a fee of ten dollars ($10.00) and filing with the Building Inspector and with the Board a notice of appeal, specifying the grounds therefor. The Building Inspector shall forthwith transmit to the Board papers upon which the action appealed was taken. Any expense of the Board in evaluating the merits of an appeal shall be borne by the appellant.
