(a) No vacant land shall be occupied or used, and no structure hereafter erected, structurally altered or changed in use shall be used or changed in use until a Certificate of Occupancy shall have been issued by the Building Inspector. All such Certificates shall first be approved by the Building Inspector and the Fire Chief.
(b) A Certificate of Occupancy, either for the whole or part of a new building or for alteration of an existing building, shall be applied for coincident with the application for a building permit and shall be issued within ten days after the erection or alteration of such building or part thereof shall have been completed in conformity with the provisions of the Zoning Code, this Building Code and the Subdivision Regulations.
(c) A temporary Certificate of Occupancy may be issued by the Building Inspector when cold weather prohibits the completion of any of the following: final landscaping, final grading, final lawn seeding and or concrete work. This temporary Certificate of Occupancy may be issued after the Building Inspector has completed and approves the normal final inspection. This temporary occupancy permit shall be valid for a time determined by the Building Inspector but shall not exceed a six month time period, at which time the responsible party must seek a permanent regular Certificate of Occupancy or vacate the structure.
(d) A Certificate of Occupancy for the use or occupancy of vacant land, for a change in the use of land or for a change in the use of an existing building shall be applied for and issued before any such land shall be occupied or used or such land or building changed in use. Such Certificate shall be issued within ten days after application has been made, provided that such proposed use is in conformance with the provisions of the Zoning Code.
(e) A record of all Certificates of Occupancy shall be filed with the Building Inspector, with a copy for the Fire Chief and the City Engineer.
(f) No charge shall be made for a Certificate of Occupancy.
