Where work for which a permit is required by this Building Code is started prior to obtaining such permit, and where no emergency is involved, the fees required by such permit shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with the requirements of this Building Code or any other law of the State or ordinance of this City.
