(a) No registration shall be required for an occupying homeowner who personally performs the construction, addition, alteration or repair at his or her residential address.
(b) A person requesting the homeowners exception shall sign an affidavit on a form prescribed by the City Manager which shall state (1) the homeowners name and address; (2) that the homeowner is personally performing the contractors work; and (3) either resides at the site of the work or in the case of new construction, the affidavit shall set forth that the homeowner intends to reside in the residence for a minimum period of six months following issuance of a certificate of occupation.
(c) A property owner who personally performs the construction, addition, alteration and repair at a site but who does not reside at that site shall not be required to secure a contractors registration if the construction, addition, alteration or repair does not require a building permit as set forth in Section 1319.
