For the purpose of this chapter, Contractor means an individual, partnership, corporation, joint venture or other entity which builds, constructs, repairs, replaces, remodels, alters or otherwise improves any land or buildings or any portion thereof. Erection of a non-foundation structure is exempt from the requirements of this chapter.
