In order to protect the health, safety and welfare of the City residents, this chapter is intended to identify individuals, partnerships and companies building, constructing and improving buildings, homes and real estate within the City by (1) identifying those companies who are doing such business; (2) providing a method of notifying contractors of building code changes and amendments; (3) requiring a general liability insurance for the protection of City residents; (4) providing a penalty of revocation of registration in order to deal with those contractors who fail to meet building code requirements and the requirements of this chapter; and (5) requiring such companies to file City income tax returns.
