1303.08   INSPECTION OF CONSTRUCTION.
   (a)   The Building Inspector shall normally inspect all buildings at the following periods of construction:
      (1)   Footers, piers, column pads, grade beams, etc. Before pouring, with forms in place. Steel may be required depending upon soil conditions.
      (2)   Poured foundation. When forms are set and steel is tied in place.
      (3)   Monolithic slab/foundations. When the granular fill, perimeter insulation and vapor barrier are in place and ready to pour.
      (4)   Foundation; drain tile; water-damp proofing. After the foundation is constructed, water- damp proofing applied and drain tile installed, before backfilling.
      (5)   Slab. After the first rough plumbing inspection and after the granular fill and vapor barrier are in place.
      (6)   Floor sheathing nail pattern. After subfloors are constructed.
      (7)   Temporary electrical service. Before the power company shall supply electricity to the job site.
      (8)   Electric, rough inspection. Before the framing inspection and prior to the installation of the insulation.
      (9)   Framing inspection. After plumbing and rough electrical inspections and prior to the installation of the insulation, rough HVAC and fireplace, if ready.
      (10)   Pressure testing of gas piping. After framing inspection and prior to installation of insulation.
      (11)   Insulation inspection. After the insulation is installed.
      (12)   Drywall inspection. After the drywall is hung, but before taping and mudding.
      (13)   Service hook-up. Left up to the builder, except that the panel board must be in place and the circuit breaker installed. Needed for final electrical inspection.
      (14)   Final electric. Before final inspection.
      (15)   Final inspection. Before occupancy.
   (b)   All builders must locate and show all property pins prior to excavations, for inspection purposes, to determine that all zoning setback requirements have been complied with.
   (c)   Plumbing permits shall be required from the Sidney/Shelby County Health Department. All inspection and permit fees shall be handled through the Sidney/Shelby County Health Department.
