1101.11   RULES OF MEASUREMENT AND CALCULATION.
   (a)   Height Measurement.
      (1)   In measuring heights, a habitable basement or attic shall be counted as a story. A story in a sloping roof, the area of which story at a height of four feet above the floor does not exceed two-thirds of the story immediately below it and which does not contain an independent apartment, shall be counted as a half story.
      (2)   Height shall be measured from the established grade in front of the lot, or from the average natural grade at the building line, if higher, to the highest point in the coping of flat roofs, or to the mid-height of a pitched or hipped roof.
      (3)    Chimneys, elevators, poles, spires, tanks, towers, and other projections not used for human occupancy are not included in calculating height and may extend above the height limit.

   (b)   Yards, Open Space, and Parking. Unless otherwise permitted herein, no part of a yard, or other open space, or off-street parking or loading space required about or in connection with any building for the purpose of complying with this Zoning Code shall be included as part of a yard, open space, or off-street parking or loading space similarly required for any other building.
   (c)   Lot or Yard Dimensions. No yard or lot existing at the time of passage of this Zoning Code shall be reduced in dimension or area below the minimum or above the maximum requirements set forth herein. Yards or lots created after the effective date of this Zoning Code shall meet at least the minimum and shall not exceed the maximum requirements established by this Zoning Code.
