No person shall do any of the following in any City park or beauty area without a permit properly issued by either the City Manager, the Recreation Board, the Parks and Recreation Director or a Park Ranger, provided, however, that no permit shall be required for any action or event sponsored by the City or the Recreation Board:
(a) Hold public assemblages.
(b) Conduct exhibitions.
(c) Hold a parade.
(d) Hold a music concert.
(e) Operate a motor vehicle in any area of the park where access is restricted by a posted order of the City Manager, the Recreation Board or a Park Ranger.
(f) Camp or stay overnight.
