(a) The primary law enforcement officers of the park and beauty areas of the City shall be known as Park Rangers. Park Rangers shall be under the supervision of the City Manager or the Director of Parks and Recreation and shall not be members of the Police Department as defined in Ohio R.C. 737.05 et seq.; subject, however, Park Rangers may render assistance to a law enforcement officer at the request of that officer or may render assistance to a law enforcement officer in the event of an emergency.
(b) All Park Rangers shall be “law enforcement officers,” as defined in Ohio R.C. 2901.01(k)(2) and Section 501.01 of the Codified Ordinances, subject to any limitations specified in this section.
(c) All Park Rangers shall have the authority vested in law enforcement officers under Ohio R.C. 2935.03 to enforce all criminal laws of the State, all ordinances of this City and all orders and rules of the Recreation Board.
(d) The law enforcement powers and jurisdiction of Park Rangers shall be concurrent with that of any police officer of the City.
(e) Park Rangers shall issue such permits as may be required for use of City park facilities as directed by the City Manager, the Recreation Board, the Director of Parks and Recreation or these Codified Ordinances.
(f) The City Manager shall establish a uniform, marked vehicle and suitable badge for each Park Ranger as evidence of his or her authority under this section. The City Manager shall also prescribe the manner and method of all necessary training for Park Rangers.
