   (a)   The following City parks shall be closed from 10:00 p.m. to 6:00 a.m. of the following day, each day:

   (b)   The following City parks shall be closed from 11:30 p.m. to 6:00 a.m. of the following day, each day:
 
Custenborder Field
Harmon Field
Flanagan Sports Complex
Veteran’s Memorial Walkway within Custenborder Field

   (c)   The closing time for all parks may be extended for the purpose of organized events or sponsored programs on a case-by-case basis through the affirmative action of the Sidney Recreation Board, taken at a regular or special meeting of the Board.
   (d)   The following shall be the time schedule for openings and closings of Tawawa Park:
      (1)   The area of the park west of the Whipp Road gate and the Baumgardener Basin shall open at 6:00 a.m. and close at 10:00 p.m.
      (2)   The area of the park east of the Whipp Road gate, for pedestrians or bicycle riders only, shall open and close as follows:

   (e)   No person shall be in any park nor shall any person operate a motor vehicle within any park during the times that it is closed, without the approval and permission of the Director of Parks and Recreation. The Police Department or Park Ranger is authorized to order the removal of an illegally parked vehicle by towing, with the expense of the tow to be paid by the owner of the motor vehicle.
