(a) No person being the owner or having charge of any dog shall permit such dog in any City park or beauty area unless such dog is on a leash.
(b) Dog Waste Responsibilities:
(1) Duty to dispose. It shall be the duty of each person who owns, possesses or controls a dog in a park or public area, to immediately remove and dispose of any feces left by his/her dog.
(2) Duty to possess means of removal; disposal. No person who owns, possesses or controls such dog in any park, or other public area without means of removal of any feces left by such dog. Disposal of such feces shall be in a manner consistent with all applicable laws.
(3) Enforcement: fines for violation. This section shall be enforced by the Sidney Police Department and Park Ranger.
