To further the specific purposes of this chapter, the following procedures regarding plan review and approval are hereby established:
(a) The Stormwater Management Utility shall assist all other departments in the review of plans submitted with applications for permits for development.
(b) Where a permit is required, the City Engineer shall review the application and plan for the proposed permit. If the City Engineer finds the application and plans in conformance with the provisions of this chapter, the City Engineer may issue a permit, with such reasonable conditions as the City Engineer deems necessary to secure the objectives of this chapter.
(c) Approved plans, specifications and reports for all site development shall be retained in their original form or by other means approved by the Utility.
(d) Every permit shall expire by limitation and become null and void if the work authorized by such permit has not commenced within 180 days, or is not completed within one year, from the date of issue. The City Engineer may grant a reasonable extension of time if the permit holder presents satisfactory evidence that unusual difficulties have prevented work from being started or completed within the specified time limits and if written application is made before the expiration date of the permit.
