(a) No person shall haul solid waste for hire within the territorial limits of the City or transport, cart or convey the same over or through the streets of the City, unless such person is operating an enclosed packer-type collection vehicle, registered with the Shelby County Board of Health.
(b) All commercial customers shall contract directly with a licensed hauler and dispose of solid waste weekly.
