(a) “Big items” means refuse items that are too large to be bagged or canned.
(b) “Commercial customer” means any person, firm or corporation who or which owns or operates any store, restaurant, industry, institution or similar place, multi-family residence, charitable or noncharitable organization or nonprofit organization, including all responsible persons on the premises, on which solid waste is created.
(c) “Double family residence” means the grouping together of two residential units under a common roof.
(d) “Dumpster service” means waste collection by steel containers through the use of City equipment or authorized private contractors.
(e) “Garbage” means animal or vegetable waste resulting from the handling, preparation, cooking, or consumption of food.
(f) “Multiple-family residence” or “apartment” means the grouping together of four or more residential units under a common roof.
(g) “Recyclable materials” means materials that are collected with the intent to be reused or returned to the consumer market. Recyclable materials include, but are not limited to glass, plastic, metal cans, tin cans, aluminum cans, newspaper, cardboard, and other market materials, or any combination thereof, that are sought by material recovery facilities.
(h) “Refuse” means any item discarded from normal residential occupancy. Refuse does not include any of the following: earthen materials, sand, brick, stone, plaster, or any materials resulting from building operations.
(i) “Residential customer” means a householder, owner, or occupant of a residential unit that is not a multi-family residence or apartment.
(j) “Residential unit” means the place of abode of a person living separately or together as an independent family.
(k) “Solid waste” means any one of the following: garbage, refuse, and/or big items.
(l) “Yard waste” means vegetative waste resulting from the care and maintenance of landscaped areas, lawns, and gardens of residential units. Yard waste includes grass clippings, garden wastes, incidental leaves, and “bundled brush and prunings” from on site trees or shrubs. Yard waste does not include the following: all tree/brush materials that are removed from a construction site; storm damage clean up (not meeting prior definitions); material collected off site and placed at the collection point.
