(a) A Water Meter shall be installed on all water wells or other sources of water other than the City water supply, in existence prior to the adoption of this ordinance, where such water is disposed of in a City sewer, either storm or sanitary sewer for the measurement of the amount thereof which is discharged into the City sewage system.
(b) The Utilities Director shall exempt from this requirement any underground water users who can establish that they do not dispose of the underground water used, by connections to the combined sewers or the sanitary sewers of the City sewer system.
