(a) The non-payment charge is a fee assessed to the property due to non-payment of a past due utility bill or a violation of the Finance Department regulations or where the water meter has been removed for a period of time to eliminate minimum charges. The following charges are hereby established:
Non-payment Charge:
Between 8:00 a.m. - 4:00 p.m. - Monday - Friday $25.00
Any other time or day than above $145.00
(b) No water service shall be turned off to any property for non-payment without a written notice being sent to the owner or customer advising that water service will be terminated if the delinquent billed amount and late payment penalty charges are not received by the City by a specified date. Such a notice shall be deposited postage paid by the City with the United States Postal Service for delivery only as a matter of convenience to the owner or consumer and failure of the owner or consumer to receive notice does not relieve the owner or consumer of his or her obligation to pay the delinquent amount and late payment penalty charges owed. Any violations of the Finance Department rules and regulations will result in immediate turn off of services.
(c) All charges under this section shall be paid to the Revenue Collections Office prior to the water being turned back on.
(d) There shall not be reconnect charges for any customer needing the water service shut off for any of the following reasons: a water break on the service line or in the customers internal plumbing; any plumbing modifications inside the customer's premises; or other similar reasons.
(e) The Utilities Director shall have the sole right to control the turning off and on of all water service at the curb.
(f) No person shall turn on the City water at any location, after the water has been turned off by this section, without first obtaining permission from the Utilities Director. Whosoever violates this section shall be guilty of a misdemeanor of the fourth degree.
