(a) No curb shall be changed or removed, and no driveway on or across a public street, a public right-of-way or public property shall be repaired or installed except in conformity with this chapter pursuant to the City engineering standard. A written permit shall be acquired from the City.
(b) This section shall not apply when the work is done by City forces for Municipal purposes or under a contract with the City.
